MESSAGE FROM THE MAYOR:
Well, this winter was the one that just would not
go away. The sunshine and longer days were slow in coming, but now
they are here. Unfortunately, we find ourselves enmeshed in one
of the worst economic downturns in decades and it is difficult to
be upbeat with so much hardship surrounding us. The tides of the
economy take local government right along with them as revenue to
provide ordinary City services is problematic at best. Our fiscal
year runs from July 1 to June 30, and by State law, our budget must
be balanced and adopted prior to its start date. We have an established
process for arriving at our proposed budget and must arrange the
plan for revenues and expenditures according to State Treasury guidelines.
The hearings and discussions on the budget are open to the public
and held in the Council Chambers.
President Obama's Stimulus Package has been in the
news a great deal and we have placed our bid in the long line of
communities requesting aid on several fronts. We will not know the
results of our requests for some time yet as the Federal government
is releasing the guidelines for application and eligibility on a
piecemeal basis. Some monies are coming through the State and some
are through competitive grant programs directly from Washington.
Our County government has already been the recipient of some of
the funds that can benefit our residents through energy efficient
upgrades to homes. The Macomb County Community Services Agency administers
the Weatherization Assistance Program and several other energy programs,
including low income Home Energy Assistance and energy education
initiatives. People interested in having their homes weatherized
can call MCCSA at 586 469-6329. Guidelines and eligibility are explained
in brochures obtainable at City Hall or the offices of MCCSA.
A special thank you to a 37 year veteran of the
DPW who retired in December - Roger Schroeder. You are greatly missed.
Upcoming, we will also lose Officer Thomas Bowman from the Utica
Police Department after 25 years of exceptional service. He expects
to retire in September, but we hope you will all wish him well and
thank him for the marvelous service he has rendered to our community.
