If you have a complaint about an officer's conduct,
a policy or procedure you should call the Utica Police Department
at (586) 731-2345. When the phone is answered, ask for a supervisor
or tell the person answering the phone that you would like to make
a citizens complaint. Only a supervisor is allowed to take a citizens
complaint against a police officer, if one is not on duty, do not
be discouraged. Ask the person who answered the phone when the next
available supervisor will be on duty and call back.
It is the policy of the Utica Police Department
to investigate all complaints of alleged employee misconduct,
to fairly determine whether the allegations can be substantiated
or not, and to take appropriate corrective action when necessary.
All citizen complaints pertaining to department
policies or procedures or that allege misconduct shall be documented
and investigated by the department..
Complaints of a criminal nature shall be turned
over to the Michigan State Police.
Complaints may be given
in person, over the telephone or in writing.
Anonymous complaints or
complaints from citizens who wish their identity to be held in
confidence shall be accepted for investigation.
Whenever possible a complainant
shall be requested to complete a "CITIZENS COMPLAINT FORM"
and detail their concerns in writing. Every complaint will be
investigated regardless of whether a form is completed.
